In 2007, the Northern Territory Statehood Steering Committee released a Community Discussion Paper, “Constitutional Paths to Statehood.” The paper discusses the form and content of a future Northern Territory Constitution to be in place for an eventual grant of Statehood.

The submission makes the crucial point that , as with any other State, the Governor of the new state must be appointed by and owe loyalty to The Queen and therefore to all the people, and not, for example, to a political party.
To introduce republican issues in the new state proposal will be ineffective and divisive.
